Why can't I enter a Challenge Event?

You have to meet certain player and car requirements to enter a challenge event:
Check the player level of the tier you are trying to enter.

In the Challenge below you must have a 3 Star Car to enter the event (3 star shield top right hand corner), it also recommends an on-road vehicle (highlighted by the blue circle).
