Why can another player have the same car as me but a higher maximum level? Mine is lvl 30 and theirs is lvl 35.

The player has upgraded their car with Unique Parts that they have received while buying new cars with trophies. These parts have a golden wing and allow you to limit break your cars to higher levels as well.
